Basic benefit covers extra expenses you or your child have due to a permanent illness, injury or disability.
Norwegian original last checked against official sources: 21 September 2026. Rules and figures change, so always check the official site before you act.
Basic benefit (grunnstønad) is financial support for extra expenses arising from a permanent injury, illness or disability in you or your child.
Who can get basic benefit?
According to NAV, you must, among other things:
- have extra expenses that last two to three years or more,
- be a member of the National Insurance Scheme,
- have expenses that at least match rate 1, which NAV states as 752 kroner a month.
There is no age limit.
Which expenses can be covered?
Among others:
- electricity for electrical aids, such as a bed or wheelchair,
- necessary transport or driving due to the condition,
- extra wear on clothes, bedding and shoes,
- special diet, if you have a diagnosis from a specialist,
- an approved guide dog or service dog.
Medicines are not covered by basic benefit. See instead Blue prescription and coverage of medicines (Norwegian).
Some diagnoses, such as coeliac disease and cystic fibrosis, give the right to basic benefit at fixed rates without you having to document the expenses.
How to apply
You apply digitally at nav.no. Have receipts or other documentation of your expenses ready, usually from at least three months, unless you are entitled to a fixed rate. NAV stated on 21 September 2026 a processing time of around four months.
There are six rates. NAV has an overview of them on its site.
If you are refused
You can complain. The deadline is stated in the decision. Read Complain about a NAV decision.
Tip: Start collecting receipts as soon as you have extra expenses, even before you apply. You may also be entitled to attendance benefit if you need nursing and supervision.
