The qualification programme (kvalifiseringsprogrammet, KVP) is for people who find it hard to get into work and need closer follow-up than ordinary measures give. It may be relevant if you have been living on financial social assistance for a while.
Who can get it?
According to NAV, you must
- be between 18 and 67,
- have significantly reduced ability to work and earn and need close follow-up,
- have no or very limited financial support from NAV.
What is the programme?
The programme is full-time, 37.5 hours a week, and is designed around your needs. It can include work-related measures, training, follow-up and time for necessary health care. It lasts up to one year at a time, can be extended by one year, and in some cases by one more.
The qualification allowance
While you are on the programme, you get a fixed allowance. According to NAV it is 2.041 times the basic amount (G), NOK 278,697 a year. If you are under 25, you get two thirds, NOK 185,798. If you have children, you can get a child supplement of NOK 38 a day, five days a week, per child.
If the allowance does not cover necessary living and housing costs, you can also get financial social assistance.
How to apply
Contact your NAV office and ask to be assessed for the qualification programme. You have the right to a formal decision.
If you are refused
You can appeal. According to NAV, the appeal must be signed and sent to the NAV office that handled the application, within 3 weeks of receiving the answer. If the NAV office disagrees, the appeal goes on to the County Governor (Statsforvalteren). Also read appealing a NAV decision.
Tip: Tell NAV concretely what has stopped you from getting into work, for example health, housing, language or caring responsibilities. It helps them design a programme that fits. See also work-related measures.
